Who start the Daily Scrum?

In the Scrum framework, the Daily Scrum is a daily event where the Development Team gathers to inspect progress toward the Sprint Goal and adapt their plan for the next 24 hours. The Daily Scrum is time-boxed to 15 minutes or less. While it is facilitated by the Scrum Master, the Development Team is responsible for conducting the meeting.  The Development Team self-organizes, and members collaborate to determine how they will achieve the goals of the Sprint.

It's important to note that the Daily Scrum is for the Development Team, and external stakeholders are generally not actively involved in the meeting. The Scrum Master's role is to support and facilitate, but the team members themselves are responsible for starting and conducting the Daily Scrum.
