Who creates the Definition of Done?

In Scrum, the Definition of Done is a set of criteria or conditions that must be satisfied for a product increment to be considered complete. The creation of the Definition of Done is a collaborative effort involving the entire Scrum Team, with a significant contribution from the Development Team.
