When is a Product Backlog Item considered complete?

A Product Backlog Item (PBI) is considered complete when it meets the criteria specified in the Definition of Done. The Definition of Done is a set of criteria or conditions that must be satisfied for a product increment, including individual PBIs, to be considered complete and potentially shippable. The criteria in the Definition of Done are established by the Scrum Team, with significant input from the Development Team.

The Definition of Done varies from team to team and may include various aspects such as functionality, quality, performance, documentation, and more. It is a comprehensive checklist that reflects the team's understanding of what it means for work to be complete.

The Definition of Done is a living document and can be updated over time as the team's understanding of what constitutes "done" evolves or as the project's requirements change.
